Development Permits

A Development Permit certifies that your proposed construction or change in the use of a property is allowed by the Land Use By-law. Most of the Municipality is covered by the General Basic Zone. In that zone, you DO NOT need a Development Permit UNLESS your development is:

  • A commercial or industrial development over 30,000 square feet in floor area;
  • Solid waste processing, large-scale composting, oily waste disposal or processing, commercial salvage yard, or resource recovery operation; and
  • Subject to an environmental assessment under the provincial “Environmental Assessment Act”.

 

A Development Permit is needed in the following areas:

  • Chester Village and the area around the Village from Robinson’s Corner to East Chester;
  • Islandview and Chester Downs Subdivisions;
  • Otter Point (Chester Acres);
  • Marvin’s Island;
  • Marriotts Cove and Westchester Village;
  • Shaw Island;
  • Shepards Landing;
  • Wakeup Hill, including Little Brook Road, and area between Highway 3 and Highway 14
  • Mill Cove Park.

The processing time for ordinary applications is less than two weeks.

The fee for processing the application is:

  • $30.00 for projects of less than $2,000.00 value; and
  • $50.00 for larger projects.

The two Land Use By-Laws in force in the Municipality are available at no cost from this website or from the Planning Department at 186 Central Street, Chester.
